Is there a way to specify that the outcome options for a custom outcome type is schedule related?

You cannot. Schedule and Scope and Cost and Income are hard-coded outcomes used by the Monte Carlo calculation engine and cannot be customized. Custom Outcomes are always qualitative in nature.

In the Risk outcomes and weights dialog box, the only outcomes that can impact cost or schedule for purposes of Monte Carlo simulation are Schedule and Scope and Cost and Income. These categories and outcomes are hardcoded and cannot be modified in any way.
All of the other categories are “custom” in that they can be deleted or modified. These outcomes are just sample risk categories and outcomes that come with the default installation.
